Yeshasvini Health Insurance Scheme

In 2002, Dr. Devi Shetty, with the help of Karnataka government introduced, possibly, the cheapest health insurance scheme with a premium of just Rs. 60 ($1.50) per annum. The “Yeshasvini Health Insurance Scheme” was aimed for all the farmers across the state and covers all the medical and surgical expenses. In its second year, the scheme covered 2.2 million farmers and is in the process of being implemented in Gujarat as well. Due to its success in a very short span of time, the scheme has proven to be an important model of providing affordable health care to financially weaker sections of society.

Top health spenders fail in key areas: Assocham

The states which have spent the most in the health sector have fared miserably in key areas, according to an industry lobby study released Wednesday.

The study by the Associated Chambers of Commerce and Industry of India (Assocham) said the top 10 states in health spending ranked low in indicators like infant mortality, death rate and availability of health institutions per million people.

It said while health spending grew at the rate of 25 percent in these states, this has not helped them gain better position on various health indicators.

The study titled ‘States Health Expenditure and Performance’, found that Chhattisgarh (39.4 percent), Uttarakhand (37.8 percent), Sikkim (26.8 percent), Andhra Pradesh (26.7 percent) and Orissa (24.9 percent) occupied the top five positions, respectively, in terms of health spending in 2007-08.

Meghalaya, Assam, Karnataka, Tamil Nadu and Tripura are the other five countries in the top-10 spenders’ list.

‘In 2007-08, Chhattisgarh tops the table in growth of expenditure on medical and public health with Rs.5.06 billion as compared to Rs.3.63 billion in the previous fiscal recording a jump of around 40 percent,’ Assocham said.

However, the infant mortality rate of the state is 61 per thousand, which 23rd position in the all-India ranking. Similarly, it ranks 24th on death rates.

The report added that Chhattisgarh has 722 various health institutions, out of which 633 were ayurvedic dispensaries.

When it comes to the availability of health institutions per one million people, Chhattisgarh is in 10th position.

‘Even as the state government’s budget allocation on healthcare has increased but lack of specialised doctors, medical assistance and non-availability of quality drugs and medicines reaching all sections of the people is acting as an impediment in improving their health indicators,’ Assocham president Sajjan Jindal said.

PHFI aims to improve the institutional capacity in India for training, research and policy development in the area of Public Health. It is a public private partnership that was collaboratively evolved through consultations with multiple constituencies. Governing body includes top IAS, representatives of famous charities, and some corporate representatives.

It is more in the direction of developing better faculty and better health institutions. At the end this all may feed into the policy. Looks like equivalent of ‘National Knowledge Comission’ in the field of health care.

Bhutan Health Trust Fund

The Royal Government of Bhutan established the Bhutan Health Trust Fund in 1998 with the aim of safeguarding its primary health care services through a continuous supply of essential drugs and vaccines for its population.By June 2003, the Trust Fund received donations, sponsorships and partnership totalling nearly US$ 18 million.

The famous “Health Walk” by the Minister of Health and Education and his team, done as part of the World Health Day 2002 “Move for Health” campaign in late September 2002,resulted in an additional fund of around US$ 1.7 million. A total of Bhutanese Ngultrum 1.4 million (US$ 30 000.-) was used in mid-2003 for purchase of Hepatitis B vaccines. It is understood that once the level of the Fund reaches US$ 24 million, the interest earned would cover a major portion of the annual health expenditure for essential drugs and vaccines.
